I believe that Hydro is the 'Sub-Zero' we see in MK3 and today we know it for Tundra, the brother of Bi-Han the original Sub-Zero. This makes me believe that it was a character project that was changed. In human form Hydro has water control powers, including its temperature, so it can freeze similar sub-zero skills. For his clothes, he is mistaken for Sub-Zero and so is killed by Scorpion. In the comics, he appears as a companion to Classic Sub-Zero (Noob Saibot) who enters Mortal Kombat.
